(hereinafter called "Client") has applied for financing from Agence Française de Développement ("AFD") toward the cost of Guangxi Hezhou Ecological Environment and Biodiversity Project. The Client intends to apply a portion of the proceeds of this financing to eligible payments under the Contract for which this Request for Proposals is issued. 2. The Client now invites Proposals to provide the following consulting services (hereinafter called "Services"): Lot 8 - Cultural heritage protection project (Huangyao) Design. More details on the Services are provided in the Terms of Reference (Section VII). 3. Project goal and objectives: The project should learn from France's experience of ecotourism development and natural and cultural heritage conservation and utilization, especially its mature experience of ecosystems and ancient towns adaption to climate change. The project should succeed the effective protection and the scientific utilization of biodiversity resources, natural landscapes and cultural heritages, to protect and valorize the natural and cultural heritage of Hezhou municipality in order to reach international level and become a reference in China. Finally the area should be built into a leading demonstration to realize the strategy of "Hezhou, making joint development with Guilin and the Pearl River Delta", and adaptation of natural cultural heritage to climate change, to promote the ability to adapt to climate change, the construction of Hezhou ecological civilization system and tourist development and to make its natural and cultural heritage protection and utilization complying with international standards, changing it into a Chinese demonstration with promotional value. The specific objectives are embodied in the protection of adaption to climate change, natural heritage, the protection of cultural heritage and ecological and cultural tourism. 4. The implementation of the project is divided in 3 tasks: •Task A：Surveying and mapping for Huangyao integrity and authenticity improvement project, the style transformation project of the small streets and alleys in Huangyao Ancient Town, and the construction project of Dongtanling Nature Education Base； •Task B：Preparation of design and construction tender documents: Huangyao integrity and authenticity improvement project, the style transformation project of the small streets and alleys in Huangyao Ancient Town, and the construction project of Dongtanling Nature Education Base (including solution design, preliminary design, construction drawings, and budget estimates) and relevant construction tender documents; design reports, drawings and budget reports shall be included in the preliminary design. •Task C：Preparation of construction drawings and budget reports. The consulting services will run through the period from March,2025 to January,2026. The estimated total work load and outcomes are provided in the TOR as attached. 5. General Requirements: (1)The bidder must possess Class A qualifications in the construction industry (construction engineering) and Class B or higher qualifications in geotechnical engineering for engineering survey majors； (2)The bidder must have the ability to prepare engineering budgetary estimates (requiring at least 3 registered cost engineers); (3)In the past three years, the bidder must have completed at least one project in each of the following categories: ancient building protection and restoration design, survey and mapping, and construction engineering cost consulting; (4)This consulting service allows bidding entities to submit bids in the form of a consortium. 6.
